University Services develops and provides services for staff and students, enabling the wider academic community to focus on its core activities in research and education. We also support the university’s Board, Rectors and Deans in the preparation of decisions and implementing them. University Services is led by Tuomo Meriläinen.

Digital Services
Digital Services is responsible for maintaining and developing the university’s digital services. We support staff and students in IT and educational technology, ensuring that our solutions further enhance education, research and societal interaction.
Our team of 60 specialists oversees the university’s information systems, IT infrastructure and digital services, and is responsible for information security and IT architecture. In addition to comprehensive support and guidance, we offer computing and storage capacity services in collaboration with various service providers to support research and education. Our goal is to create a secure, seamless and user-oriented digital environment that makes everyday life at the university easy and efficient.
Human Resources Services
Human Resources Services supports all university staff throughout the different stages of their employment. Our aim is to ensure that university staff are skilled and thriving, and that are HR practices are both clear and fair. We support leadership, management and supervisors and make our expertise available in matters related to employment, competence development, workplace well-being and leadership. We also promote equality, equity and inclusion, ensure occupational safety and health, and support international staff and researcher mobility.
Development Services
Development Services coordinates the university’s internal steering processes and development activities, and we responsible for monitoring and reporting on the implementation of the university’s strategic programmes. Development Services ensures that the academic community is working towards common goals, maintaining control and coherence across all activities. We also provide data to support the university’s decision-making and other activities. Disseminating and sharing information about the university’s latest research also falls under our responsibilities.
Performance Management and Quality contributes to the university’s strategic planning and implementation of strategic measures. We are also responsible for monitoring and evaluating the execution of the university’s strategy.
Research Services provides expert support to researchers in securing and managing funding, as well as in other research and development activities. Our services improve and facilitate the conditions for conducting research and enhance the impact of research outcomes.
Business Collaboration and Innovation Services assists researchers in the commercialisation of research findings and expertise emerging from the university, and we support research projects in the management of intellectual property rights and inventions. Our goal is to support researchers and research for as great societal and economic benefit as possible.
International Development Services supports the university in a wide range of issues and activities related to internationalisation. Besides strategic internationalisation and partnerships, we are also engaged in international networks and alliances, and our services include support for global mobility, global education, global development and integration into Finland.
Communications and Media Relations disseminates and shares information about the university’s latest research and researchers, as well as about the university’s activities. We assist and support researchers in all matters related to communication, and our experts also assist representatives of the media with enquiries concerning the university.

Student and Learning Services
Student and Learning Services supports applicants and students throughout their studies and provides services to the university’s teaching staff and partners. Our services include student admissions, academic administration, guidance and counselling, international mobility, student well-being, and career and guidance services. For the university’s teaching staff, we also offer support in digital pedagogy.

Financial Services
Financial Services at our university encompasses Financial Administration and Facilities Management. Financial Services is responsible for managing the university’s finances, funding and investments, and for the university’s facilities and real estates.
Financial Administration is responsible for the university’s accounting, financial statements, payment transactions and liquidity management. Financial Administration is also responsible for investment activities, taxation and budgeting, as well as for providing financial data for management and stakeholder needs. In addition, Financial Administration provides internal guidance and support in financial matters and develops the university’s cost accounting.

Facilities Management is responsible for the development of the university’s facilities, as well as for tasks related to construction projects, facility maintenance and real estate safety. Facilities Management handles procurements and contracts related to the university’s real estates, facilities and facility users, encompassing services such as facility reservations, guest room and key pick-up and return services, ss well as services provided by facilities management officers. Facilities Management seeks to ensure that university members have access to facilities that are healthy, safe and functional.
General Administration and Legal Affairs
General Administration and Legal Affairs serves as a general preparatory and executive body for the Rectors and the Director of Administration. General Administration and Legal Affairs is also in charge of matters relating to the UEF Board. The duties of General Administration and Legal Affairs also encompass Information Management Services, Executive Support and Events Services, Legal Services and Procurement Services, Internal Auditing and Data Protection.
Procurement Services assists university staff with various large-scale procurements, including their implementation, related queries and procurement documents, as well as with the execution of procurement processes. The aim is to ensure economic advantageousness and competition, equal and non-discriminatory treatment of suppliers, as well as transparency.
You can deliver documents to the university and submit requests to access information via our Registry Office. Requests to access information may pertain to documents and data stored in the university’s records management system and archives. The Registry Office’s services are available to both university members and external clients.

At our university, compliance with data protection regulations is closely monitored. Our Data Protection Officer provides guidance and advice on the obligations associated with data protection, supports the preparation of data protection impact assessments and oversees their implementation.
