New Horizon Europe project on strengthening democratic governance for climate transitions

The Center for Climate Change, Energy and Environmental Law (CCEEL ) at the University of Eastern Finland takes part in a new Horizon Europe project aiming to strengthen democratic governance for climate transitions. The RETOOL project will study how diverse types of institutions across European democracies –including parliaments, executives, courts, climate advisory bodies, citizens' assemblies and mobilisation by activists – are evolving and innovating to respond to the climate crisis.

RETOOL is scheduled to commence in February 2024 and will extend over a period of three years. The coordination of the project will be overseen by Diarmuid Torney from Dublin City University. The project brings together an international and interdisciplinary consortium, including Dublin City University, DD Foundation, Ghent University, HOLISTIC, London School of Economics and Political Science (LSE), Università di Trento, University of Eastern Finland, University of Natural Resources and Life Sciences, Vienna (BOKU), Vrije Universiteit Brussel (VUB). It combines expertise in political science, political sociology, deliberative democracy, law, European studies, and public administration. The overall budget for the project amounts to 3 million euros, with UEF's allocation approximately totalling 254,000 euros.

Annalisa Savaresi, Associate Professor of International Environmental Law at the University of Eastern Finland will lead CCEEL’s contribution to the project, by coordinating the work package on the role of courts and climate advisory bodies. UEF researchers will be working in partnership with colleagues at the London School of Economics and Vrije Universiteit Brussels.

The project emerges from UEF's ongoing engagement within the Jean Monnet Network GreenDeal-NET. The network provides a platform for collaboration in research and teaching on European climate and sustainability governance.
