Binding nature of registration and paying the study fee
Registering for studies in the Open University is always binding. The study fee is paid by online bank transfer when registering. Study fees are exempt from value added tax as fees subject to public law.
Temporary suspension of a right to study
The right to study cannot be cancelled, and the study fee will not be refunded. However, in the event that the Centre for Continuous Learning has to cancel a course due to low attendance or other similar reason on part of the organisation, the study fee is refunded in full.
If you develop medical or health problems lasting at least one month, you are entitled to apply for an extension or temporary suspension of your right to study. The application must include at least the following information: your name and student number, studies to be cancelled and duration of the right to study, grounds and a medical certificate detailing the medical or health problem that prevents you from continuing studies. Before 31.7.2021, students could acquire a right to study for a study module (consisting of several courses). Such rights could be temporarily suspended by an application received before 31.7.2021. Such rights to study are discontinued and their suspensions are no longer available; existing rights to study remain valid.
Study fees in open universities are based on the Universities Act (558/2009) and the Government Decree on fees charged for universities’ activities (1082/2009) and the Decree to amend section 2 of said Decree (1436/2014). As fees subject to public law, open universities’ study fees, including interest and expenses, are distrainable without a court order or decision (Act on the Enforcement of Taxes and Public Payments 706/2007).
