Accommodation in Joensuu for both international and Finnish students is offered by Joensuun Elli, an independent Student Housing Company. Joensuun Elli has several housing units located in different parts of Joensuu and provides housing for more than 3000 students. Most students live in a shared flat where they have a private room and they share kitchen, bathroom and toilet with 1-2 other students. Exchange students are usually accommodated in a furnished room with a bed and a mattress, a desk, a chair and a wardrobe. There are no curtains, rugs, linen, dishes, cutlery, etc. in the flats. The Student Union rents survival packages to cover the basic needs. Both Finnish and international degree and post-graduate students are normally accommodated in a room without furniture (only wardrobe). Students arriving with their family (i.e. spouse and/or children) may apply for a family flat.
Rent for a room in a shared flat is about 150-270 euros/month. Rent includes electricity, heating and water. Tenants who have a furnished room need to pay an additional fee of 17 euros/month for the furniture. In most flats there is a possibility to have the ElliNet internet connection for 20 euros/month. There are no computers in the flats, and in order to be able to use the internet connection, tenants may have to buy a suitable adapter for their personal computer. There is a free laundry room and a public sauna in every housing unit. Private sauna or a parking space for car can be reserved for an extra fee. There are no meals or cleaning service available.
An application form for student housing and instructions on how to apply for accommodation are mailed to students admitted to study at an educational institution in Joensuu. The application form must be returned to Joensuun Elli as early as possible with a copy of the applicant's certificate of admission received from the University of Eastern Finland.
As soon as the applicant receives an offer of accommodation, he or she should reply whether he or she accepts or refuses the offered accommodation. To confirm the offered room/flat, the applicant must pay a deposit of 200/300 euros to the bank account of the Student Housing Company. This confirmation is legally binding and will be considered as a signature on the lease. Rent must be paid from the confirmed date onwards. Unconfirmed reservations will automatically be cancelled and the applicant will lose the accommodation offered.
A tenant's lease begins always on the first day of month and it can be made for full months only, ending on the last day of month. This means that the tenant has to pay the rent for a whole month even if he or she does not need the apartment for the entire period. When the tenant signs the lease, he or she will get a key to the apartment if the lease has already begun. The key must be collected from Joensuun Elli's office during their office hours.
You may need to find temporary accommodation if you arrive in Joensuu before your room is vacant. There are several hotels and hostels in the centre of Joensuu – here are a few examples (note that the prices may have changed):

Most international students live in a shared apartment (communal apartment). Each student has got his/her own room but kitchen and bathroom is shared with 1-4 other students of same gender.
If you are coming to Kuopio with your family you can apply for a family apartment. Family apartments' sizes vary from two bedroom apartments to four bed bedroom apartments. Please note that family apartments are intended for families only. You cannot rent one with your friends.
The rent for one room in a shared apartment is about 225-285 euros per month. The rent for family apartment depends on the size and location of the apartment. The rent for family apartments starts from 385 € /month. Rent includes water and heating but it does not include utility bills such as electricity, sauna and parking. A furniture fee (approx. 10 euros/month) is charged from tenants who wish to use KUOPAS' furniture. If you wish to rent bedding (mattress, quilt, pillow etc.) from Kuopas the fee is approx. 20 euros per month.
All apartments are equipped with fridge and cooking facilities, kitchen table, stools, basic lighting and shower curtains. A furnished apartment also contains a desk, a couple of chairs, a bookcase and a bed. Please be prepared to bring or buy kitchen utensils and bed clothes (sheets, pillow case, quilt cover) because they are not part of basic furnishing.
There is a free broadband Internet connection in every Kuopas apartment. You can use a laundry room free charge. There is also a sauna in every Kuopas dormitory. Common sauna turn is free once a week. If you prefer to go to sauna by yourself you can reserve a sauna term (1 hour / week) for about 7 euros per month.
Kuopas has 34 apartment buildings around the town situated within 0,5 –10 km from the UEF Kuopio Campus. Usually our international students live in Puijonlaakso, Särkiniemi or Neulamäki residential areas. These areas are located about 1,5 -2 kilometres away from the university campus and they can be easily reached by foot, bike or bus.
Usually international students are automatically offered rooms in shared and furnished apartments close to the university. However, if you have any special wishes about your dormitory's location, you should mention about it in the application.
Apply for accommodation by filling out an on-line application form.
All international exchange and degree students are sent detailed information on how to apply for housing.
You can apply for housing as soon as you have received the official Letter of Acceptance from the University of Eastern Finland but no sooner than three months before your arrival in Kuopio.
Application deadline for housing are as follows:
- for autumn semester (Aug-Dec)
- full academic year (Aug-May)
- spring semester (Jan-May)
After you have filled out the on-line application, you will receive an email from Kuopas confirming that your application has been received.
Keep checking your email regularly because Kuopas will send you an offer of a room by e-mail. Usually you will receive this offer about one month before your planned arrival.
The offer contains the address of your new apartment/room, its type, size, rent and the starting date of the rental period. Accept the offer by paying the guarantee payment by the due date which is mentioned in the offer. Guarantee payment is 250 euros for a single room and 400 euros for a family apartment. If you don't pay, Kuopas will not reserve a room for you. Please note that if you don't act in time, the offer will be terminated and the room / apartment is offered to another applicant.
The guarantee payment will be returned to your bank account in your home country after your departure from Kuopio if you have fulfilled all obligations to KUOPAS (e.g. returned the key, paid bills and rent) and the apartment is clean and in good condition.
A single student's electricity payment is about 5€/month. Please note that you need to bring or buy your own sheets, pillow case, towels and dishes. Survival packages (includes the very basics: sheets, saucepan, frying pan, plate, fork, knife and spoon) are available for international students from the Student Union.
Please note that a monthly bus ticket costs about 40 euros which you might have to add to the living costs.
Please note that in the beginning of the autumn term you usually have to pay rent starting from 1 August even if you come later (for example in September). This is because there is a lack of student apartments in Kuopio in the autumn and Kuopas cannot keep apartments empty for free.
Please note that tenancy agreements always start at the beginning of the month. Therefore, if you wish to arrive at the very end of the month you should be prepared to pay rent for the whole month.
The notice period for a tenant with a lease that is in effect until further notice is one full calendar month. The notice time is set to begin from the last day of the month in which the notice is given. A tenant is, on the basis of regulations concerning the right of tenancy of a student, personally responsible for giving notice once studies have come to an end.
Notice of removal
Termination of a lease must always be written either in person at the Kuopas housing office or by mail (not by e-mail). If you give a notice of removal in April, you tenancy agreement will be ended 31 May. Those living in a family residence are in most instances to sign the termination of the lease together. The guarantee payment will be returned to the tenant`s bank account (notice that account has to be under your name) stated in your notice of termination one month after the lease has expired. Prepared form to give a notice of removal is available at: www.kuopas.fi (click: tenant info -> the end of tenancy agreement)
Student housing is generally organised by established student housing foundations. In Savonlinna, the name of the foundation is Savonlinnan Opiskelija-asunnot Oy, SAO.
The student housing situation in Savonlinna is good. The receiving institution will arrange you the accommodation before your arrival. Before signing the lease for the student apartment you are required to pay a deposit of 110 Euros in the bank. SAO will return the deposit when you move out and return the key provided that you have paid the rents and kept your flat clean and in good condition. You will be given the keys to the student apartment upon your arrival.
You will be living in an ordinary student house with Finnish and foreign students. In most dormitories, each student has a room of her or his, but shares the kitchen and bathroom with 1—2 other students. The dormitories usually have well-equipped common rooms (sauna, laundry room, club premises, etc.). However, there are no catering services at the student houses. Most student houses are centrally located (10-25 min. by foot from the university campus).
The rents vary (over 300 euros) depending on the location of the dormitory and on the size of the room. You can share the same room with another student. The rent is paid once a month in advance.
