Registration instructions for international exchange and visiting students - academic year 2017-2018
Registration at the university comes under the provisions of the Universities Act (558/2009).
These instructions concern international exchange students.
Academic year and registration
The academic year at the University of Eastern Finland officially begins on 1 August and ends on 31 July. The autumn semester courses will begin on 1 September 2017 and the spring semester courses on 8 January 2018.
All international exchange students must register as being present at Student and Learning Services. The registration has to be done in person. Upon registration, your information will be entered into the student register and you will be given a student number and a user account for the university's IT services (email, WebOodi). Please note that if your study period continues after December, even for one month, you must register as being present for the spring semester also.
Please present the following documents upon registration:
1. your identification card (ID card or passport)
2. your registration form duly filled out and signed
3. your receipt of the payment of the Student Union membership fee (a receipt issued by your bank, an ATM receipt or a print out from your online bank), if you choose to join the student union. See the next chapter 'Student Union Membership'.
You should register in person at Student and Learning Services. The service hours are Mon-Fri 10-15 (during 1.6.-31.8. 10 am-2 pm).

Student union membership
The Student Union membership fee is €126 for the full academic year or €65 for the autumn and spring semester each.
The Student Union (ISYY) membership is voluntary for international exchange students; however, it is highly recommended. The Student Union (ISYY) membership will entitle you to the services provided by the Finnish Student Health Service (FSHS) and many other benefits.
You should pay the Student Union (ISYY) membership fee into following Student Union bank account. Remember to show the payment receipt when you are registering. If you pay the fee abroad, please note that you are responsible for any transfer fees that your bank may charge! You can also pay the fee in cash at any Finnish bank after your arrival.

Students who have paid the Student Union (ISYY) membership fee can order a student card. The student card entitles you to a discount on meals at the campus restaurants as well as to reduced train and bus fares. Moreover, students who have paid the Student Union (ISYY) membership fee are entitled to use the services provided by the Finnish Student Health Service (FSHS). You can order a physical student card or a digital student card.
Physical (plastic) student card: The student card should be ordered online. Before ordering, you need a digital photo of yourself, your student number, and a credit card (or Finnish online banking codes) for the payment. You can order the card before you have registered at the University, but it will not be made until you have paid the Student Union membership fee, registered as being present at the university and paid for the card. The student card costs €15,10. You can pick up your card from the Student Union (ISYY) office.
Digital student card: You can activate a digital student card if you do not need a physical student card. The Frank App can be downloaded through Google Play store and App Store. With the digital student card you are eligible to all the same student discounts as with the traditional one. You can order a digital card after you have paid the Student Union (ISYY) membership fee. You need also a Finnish personal identity code (read more in the next chapter). Please note that your personal information in the student register and in the Frank App need to match so that the systems recognise it. Digital student card is free of charge for all students. When you register at the university, you will get a confirmation of registration. By showing this confirmation, you will get a discount on meals at the campus restaurants and you are entitled to use the services provided by Finnish Student Health Service (FSHS) until you get your student card.
Finnish personal identity code
International students staying longer than three months in Finland should obtain a Finnish Personal Identity Code (henkilötunnus). You need it for e.g. activating your digital student card, opening a bank account, and for university database and statistical purposes. The personal identity code will also make it easier to deal with different Finnish authorities.
In order to get a Finnish Personal Identity Code you have to visit the local Register Office during the first three months of your stay. Ask to be registered in the Finnish Population Information System - this means that you get your Identity Code and your postal address in Joensuu/Kuopio/Savonlinna is registered.
After receiving the identity code, please inform the Student and Learning Services about it either by visiting the office or sending an email. You can visit our office and present the identity card or another document that displays the identity code. If you cannot visit our office in person, you can also inform us on your identity number by email: opiskelu(at)uef.fi. Your identity code will be entered into the student register only after the Student and Learning Services receive it, and only after that you will be able to order your digital student card.

Activating your user account for the university's IT services
Upon registration, students will receive a one-time code with which they can activate their user account for the university's IT services online. The user account is needed to log in to the university network, to read email and to sign up for courses and exams electronically. Further instructions on how to activate the user account
