Registration instructions for new international Master's degree students - academic year 2017-2018
Registration at the university comes under the provisions of the Universities Act (558/2009).
These instructions concern international first-year master's degree students.
Academic year and registration as being present
The academic year at the University of Eastern Finland officially begins on 1 August and ends on 31 July. The autumn semester courses will begin on 1 September 2017 and the spring semester courses on 8 January 2018.
All new international students must register as being present in person at Student and Learning Services. Upon registration, your information will be entered into the student register and you will be given a student number and instructions for activating a user account for the university's IT services (email, WebOodi).
You should register in person at Student and Learning Services before 15 September 2017. If it is not possible for you to arrange your arrival by this date, you should contact Student and Learning Services (opiskelu(at)uef.fi) and explain your situation.
The service hours in the summertime (June-July) are Mon - Fri 10 - 14. From 1 August onwards, the service hours are Mon - Fri 10 - 15.

Please present the following documents upon registration:
1. your identification card (ID card or passport)
2. your registration form duly filled out and signed
3. your receipt of the payment of the Student Union membership fee (a receipt issued by your bank, an ATM receipt or a print out from your online bank)
4. your receipt of the payment of the tuition fee, if you are obligated to pay tuition fees
Non-EU/EEA citizens are required to pay for tuition. If you are obligated to pay tuition fees, you have received an invoice after you have confirmed your study place. You must pay the tuition fee before registration. Further information on the fee can be found in your Letter of Acceptance or Student Agreement.
Student union membership
The Student Union (ISYY) membership fee is €126 for the full academic year. The Student Union (ISYY) membership is mandatory for Master's degree students. The Student Union (ISYY) membership will entitle you to a variety of benefits. You should pay the Student Union (ISYY) membership fee into following Student Union bank account. Remember to show the payment receipt when you are registering at Student and Learning Services. Please note that you are responsible for any possible transfer fee your bank may charge! You can also pay the fee in cash at Student Union Office after your arrival.

Students who have paid the Student Union (ISYY) membership fee can order a student card. The student card entitles you to a discount on meals at the campus restaurants as well as to reduced train and bus fares. Moreover, students who have paid the Student Union (ISYY) membership fee are entitled to use the services provided by the Finnish Student Health Service (FSHS). You can order a physical student card or a digital student card.
Physical (plastic) student card: The student card should be ordered online. Before ordering, you need a digital photo of yourself, your student number, and a credit card (or Finnish online banking codes) for the payment. You can order the card before you have registered at the University, but it will not be made until you have paid the Student Union membership fee, registered as being present at the university and paid for the card. The student card costs €15,10. You can pick up your card from the Student Union (ISYY) office.

When you register at the university, you will get a confirmation of registration. By showing this confirmation, you will get a discount on meals at the campus restaurants and you are entitled to use the services provided by Finnish Student Health Service (FSHS) until you get your student card.
Digital student card: You can activate a digital student card if you do not need a physical student card. The Frank App can be downloaded through Google Play store and App Store. With the digital student card you are eligible to all the same student discounts as with the traditional one. You can order a digital card after you have paid the Student Union (ISYY) membership fee. Finnish personal identity code
Student data contained in the student registers of Finnish higher education institutions is stored in the national data warehouse for higher education. In order to uniquely identify each student it is important that all students studying in Finland have a Finnish personal identity code (henkilötunnus). International students can apply for a personal identity code together with their residence permit application. Applicants will receive it when they are issued their first residence permit. Activating your user account for the university's IT services
Upon registration, students will receive a one-time code with which they can activate their user account for the university's IT services online. The user account is needed to log in to the university network, to read email and to sign up for courses and exams electronically. Further instructions on how to activate the user account
Registration as being absent
According to the Universities Act, a first-year degree student may register as absent for the academic year for the following reasons only:
1) service under the Conscription Act (1438/2007), Non-Military Service Act (1446/2007), or Act on Women's Voluntary Military Service (194/1995);
2) maternity, paternity or parental leave;
3) the student cannot begin studies due to being incapacitated by personal illness or injury. (In this case, it could be made clear that this entails incapacity for the entire semester (or academic year).)
If you register as absent you must prove the legal grounds for your absence. Documents proving the legal grounds for your absence should be sent via post to the Student and Learning Services (Student and Learning Services, P.O. Box 111, FI-80101 Joensuu, Finland). If you do not present your documents by the deadline, you will lose your right to study. In order to re-activate your study right later, you will need to re-apply for the right to register. Read more.
NOTE! If you do not have any of the above three reasons defined in the Universities Act, you must register as being present during your first year. You must register as being present also if you cannot travel to Finland and start your studies. In these cases, registration will be done remotely by sending the required documents (a copy of passport, registration form, and the receipt of the Student Union payment) to Student and Learning Services.
Students registering as being absent will not take any courses or sit any exams during the semester/academic year in question. Students who have registered as being absent will not pay the Student Union membership fee and thus are not entitled to any student benefits. Students registering as being absent should also register within the registration period.
It is possible to change the registration status from absent to present at any time during the academic year. In this case you must pay the Student Union membership fee and present the payment receipt at Student and Learning Services.
