Registration instructions for new doctoral students at the University of Eastern Finland - academic year 2017-2018
Registration at the university comes under the provisions of the Universities Act (558/2009).
These instructions concern new postgraduate students studying for a licentiate or doctoral degree at the University of Eastern Finland.
Academic year and registration period
The academic year at the University of Eastern Finland begins on 1 August and ends on 31 July.
After the student has been granted a right to pursue postgraduate studies, he or she may register at the university at any time during the academic year. The faculty concerned will notify Student and Learning Services of the student's right to study, based on which the student's right to study will be entered in the student register.
The student must register at the university every year either as being present or as being absent.
Student union membership and membership fees
Payment of the Student Union membership fee is voluntary for postgraduate students, i.e. students competing a licentiate or doctoral degree. The membership fee for the full academic year is €56 and €30,5 for the autumn or spring semester each. Please contact Student and Learning Services for the bank account details and your personal reference number needed to make the payment.
Postgraduate students are not entitled to the same student benefits as undergraduate students. For example, postgraduate students are not entitled to discounts on train and bus fares and they may not use the health care services provided by the FSHS. The Student Union of the University of Eastern Finland (ISYY) operates on three campuses.

Postgraduate students who have joined the Student Union can order a student card online. Your card can be made after you have paid the Student Union membership fee, registered as being present, and ordered and paid for the student card. Your card can be collected from the Student Union of the University of Eastern Finland (ISYY).
User account for the university's IT services
All students need a user account for the university's IT services to use the university network, to log in to WebOodi and to read their email.
If you have completed an undergraduate degree at the University of Eastern Finland, you can use your old user account also in your postgraduate studies.

Registration as being absent
According to the Universities Act, a first-year degree student may register as absent for the academic year for the following reasons only:
1) service under the Conscription Act (1438/2007), Non-Military Service Act (1446/2007), or Act on Women's Voluntary Military Service (194/1995);
2) maternity, paternity or parental leave;
3) the student cannot begin studies due to being incapacitated by personal illness or injury. (In this case, it could be made clear that this entails incapacity for the entire semester (or academic year).)
If you register as absent you must prove the legal grounds for your absence. Documents proving the legal grounds for your absence should be sent via post to the Student and Learning Services (Student and Learning Services, P.O. Box 111, FI-80101 Joensuu, Finland). Read more.
Students registering as being absent will not take any courses or sit any exams during the semester/academic year in question. Students who have registered as being absent will not pay the Student Union membership fee and thus are not entitled to any student benefits. Students registering as being absent should also register within the registration period.
It is possible to change the registration status from absent to present at any time during the academic year. In this case contact Student and Learning Services.
Failing to register
A student who fails to register annually during the registration period will be removed from the university registers and he or she will need to re-apply for admission as a student using a separate form. The student will also be charged a re-registration fee (€35) (the collection of the re-registration fee is stipulated in the Ministry of Education decree 1082/2009).
Finnish identity number
Student data contained in the student registers of Finnish higher education institutions is stored in the national data warehouse for higher education. In order to uniquely identify each student it is important that all students studying in Finland have a Finnish identity number (henkilötunnus). International students can apply for a personal identity number together with their residence permit application. Applicants will receive it when they are issued their first residence permit.
